Alcohol is a key public health and social concern across the European Union. Europe has the highest proportion of drinkers in the world, the highest levels of alcohol consumption per population and a high level of alcohol-related harm. The consequences of this include a considerable number of fatalities on EU roads, a broad social impact such as violence, hooliganism, crime, family problems and social exclusion, as well as low productivity at work. Alcohol is responsible for the premature death and disability of 12% of males and 2% of females in the EU.
The Count Me Out system of Alcohol self exclusion is designed to complement and work along side other alcohol treatment programs. The Count Me Out scheme makes it very easy for a person to self exclude from any number premises both locally and county wide, and the information can be quickly, effectively and legally shared amongst all licensed premises including those the self excluding person hasn't specified. This allows for monitoring, engagement and support for the excluded, vulnerable person. Under the Count Me Out system a vulnerable person could self exclude from all these premises by completing just one agreement form and providing just two photographs.
By providing effective and accessible alcohol self exclusion the quality of life for problem drinkers and their families will be greatly improved. The 'Count Me Out' scheme makes it easy for someone to self exclude from several premises and alcohol outlets thus preventing addicted persons from purchasing alcohol, encouraging them to engage with Health Care Professionals and counsellors and enabling them to rebuild their lives, those of their family and to participate more fully in society. By providing effective self exclusion the Count Me Out system will be able to help prevent the break-up of the family unit and people turning to crime in order to fund their addiction.
